Cabinet Office Briefing Rooms (COBR) is the Cabinet Office-led mechanism for co‑ordinating UK central government’s acute response to emergencies. The acronym refers to both the physical meeting facilities that COBR maintain for hosting high-level committee meetings, and the central government arrangements for responding to serious domestic and international crises*.
