The UKRA has a broad and established international footprint. Over the past decade, we have supported organisations in 46 countries, delivering training and advisory services tailored to a wide range of tactical, operational and strategic resilience needs.

Training, advisory and exercising across the globe

While we can deliver our UK training curriculum overseas, we have also developed a suite of contextualised courses designed specifically to meet international requirements. 
Alongside our training offer, we also deliver high level advisory services for international partners, supporting a wide variety of requirements and outcomes. Delivery is flexible and can take place at our Hawkhills campus near York in North East England, online, or in country through our extensive pool of experienced associate trainers.

Multi Agency Bronze Incident Command
This course will provide officers responsible for the incident command at a bronze (operational) level with the knowledge, skills and behaviours to operate in a multi-agency environment during an emergency response.
Participants who are in a position of operational command or working towards such a position.

Multi Agency Silver Incident Command
The purpose of this course is to equip officers responsible for the incident command at a silver (tactical) level with the knowledge, skills and behaviours to operate in a multi-agency environment during an incident response.
Major and Lieutenant Colonel rank (or equivalent/above) or working towards such ranks. Attendees should hold a role where tactical decision making is a key part of day-to-day operations.

This course will provide officers responsible for the incident command at a gold (strategic) level with the knowledge, skills and behaviours to operate in a multi-agency environment during an incident response.
Colonel rank (or above). Attendees should hold a role where strategic decision making is a key part of day-to-day operations.

Communicating with the public during a crisis
This course will give participants the tools and confidence to identify risk and use communications to increase resilience against threats; respond to and recover from crises and ensure organisations learn from experiences.
Officers of captain to colonel rank and who have shown their potential to progress further in their careers. The course would also suit staff at equivalent grades, from appropriate Civil Defence sectors who are responsible for organisation communications, marketing and operational intelligence aspects.

Assessing and Managing Risk
This course will equip officials with the expertise to proactively identify, assess, and manage risks, ensuring efficient service delivery, effective resource allocation, and robust decision making.
Captain – Brigadier (or equivalent). Attendees should hold a role where risk management is a key part of day-to-day operations.

Business Continuity Excellence
The purpose of this course is to provide participants with both a solid foundation and practical skills in Business Continuity, enabling them to support, implement, and improve BC arrangements that strengthen organisational resilience across diverse contexts and sectors.
Officers with responsibility for creating and maintaining business continuity arrangements. This can be either as a dedicated role for business continuity or for officers with business continuity being a part of a wider role.

A foundation for organisations looking to establish or enhance a capability to protect Critical National Infrastructure and other important sites.
Staff at equivalent grades, from appropriate sectors who are responsible for managing security at important sites or key points.

The aim of this course is to develop confident, adaptable crisis leaders across by equipping them with the skills, behaviours, and decision-making frameworks needed to lead effectively before, during, and after emergencies.

The purpose of this course is to provide an understanding of crowd safety management and its practical implementation.
Major to Colonel level (or equivalent). Attendees should hold a role where planning or managing crowded places is a key part of day-to-day operations.

This course enables participants to apply strategic integrated safety management to sports grounds and recognise appropriate measures in mitigating and planning for the nature of security risk at crowded places.
Senior staff with a responsibility for Safety and Security at Sporting Events. Suggested rank should range between Capt – Brig.

Resilience & Crisis Leadership
This course will teach those attending how to lead and coordinate national resilience and crisis response across domestic emergencies and international incidents. Strengthening how risk informs preparedness, how systems operate across levels of command, and how strategic leadership is applied to manage complex, high-stakes events, this course will minimise harm, protect national interests and support effective recovery.
National Senior Leaders from Civil Defence, who are required to lead the development of resilience capability and perform the duties of a Strategic Leader within their organisation.

Who operates the UKRA?

The UK Resilience Academy is part of the Cabinet Office National Security Secretariat (NSS) in the UK. It was formed ‘up and out’ from the Emergency Planning College and is supported by an extended partnership between the Cabinet Office and Serco.
